Under the 2005 Constitution, there are two ways to amend the Constitution: the case of the ordinary road in accordance with the provisions of Article (126), and the case of the exceptional road in accordance with the provisions of Article (142) of the Constitution, as Article (126) of the Constitution specifies the competent authorities to propose amending the Constitution, which are the President of the Republic And the Council of Ministers together, or for five members of the House of Representatives, as the constitutional legislator tried to combine constitutional institutions. He stipulated the participation of the President of the Republic with the Council of Ministers for the government proposal, and five members of the House of Representatives without the Council of the Federation for the parliamentary proposal. As for the amendment proposal in accordance with the provisions of Article (142). of the Constitution, which is considered an exceptional method, as the constitutional amendment is proposed by a committee formed by the House of Representatives that includes representatives of the main components of Iraqi society, aiming to prepare a report on the amendments it deems necessary, and submits this report to the legislative authority within a period not exceeding four years.
