Abstract

Administrative grievance is considered one of the important topics in administrative law, where the research aims to clarify the meaning of administrative grievance and clarify its provisions and effects, and that the study problem revolves around considering administrative grievance as an effective means of resolving disputes between the administration and individuals or not.The Discipline of its State and Public Sector Employees Law No. 14 of 1991 amended in Iraqi legislation, Egyptian State Council Law No. 42  of 1972 in Egyptian legislation, and Civil Service System No. 82  of 2013  in the legislation of the Hashemite Kingdom of Jordan were addressed. In the research on the comparative legal, analytical, approach, based on legislative texts, judicial rulings, and the opinions of jurists in the comparable country.Where the study was addressed through an introduction and two sections through which the concept of grievance, its importance and types, as well as the effects of administrative grievance were known, and thus the administrative grievance is an objection by the person concerned to an administrative decision issued by the administration for violating the law.We ended the research with a conclusion that included the most important results and recommendations we reached during our study of this topic.
