Many
agreements have been concluded at the regional level for the purpose of participating in suppressing and combating related and associated terrorist acts. The most important of these agreements are the European Union Agreement, the African Union Agreements, and the Arab Agreements, all of which seek to establish appropriate means to combat terrorism. The main regional organizations for combating this phenomenon have continued to conclude many conferences and seminars that were introduced within the scope of their regions, which resulted in the issuance of special statements regarding international terrorism and the means that countries should adopt to confront it. Some countries have reformed their legal system, and reformed texts and provisions that criminalize terrorism and specify the penalties specified therein, while other countries have enacted special laws related to terrorist crimes in order to align their legislative system with the international criminal policy for combating terrorism.
