Abstract

The information technology and Digital transformation development which appeared lately، created the need of contact between the states in the Economic، Scientific fields and others. Also، the urgent need to get benefit from that scientific Renaissance in entering contracts was found، and the legislations or law amendment in administrative or civil fields were erupted as a result of that progress to permit entering contracts through modern technology means using internet networks. The main contracts are the administrative E-contracts، that accompanied this administrative progress. The comparative legislations stipulated the possibility of entering the administrative contracts through Electronic means، or internet networks. As far as proving these contracts، it is remarkable that the comparative legislations organized the E-signature to be the same as well as the regular signature on real papers before the regular or administrative Court.
