The water problem has become one of the most important problems facing the world today in general, and Iraq in particular; The problems between the riparian countries are related to the equitable distribution of these countries 'shares of water. However, the development of the legal definition of the international river expanded the scope of problems at the same time that it developed solutions to them. The transfer of the term international river to the term international drainage basin introduced other international parties within the riparian states to this basin, thus gaining rights and imposing obligations on them; However, the countries involved in the international drainage basin of the Tigris and Euphrates are still far from understanding this reality and have tried to relay the solution of the problems related to water quotas for each party. Until further notice, the crisis will be exacerbated by the exacerbation of water scarcity problems, the increase in the population, and the increasing need for fresh water.
