The Federal Public Service Council is a relatively recent body that the Constitution of the Republic of Iraq for the year 2005 intended to establish to carry out the organization of the affairs of the public service. Re-appointment and promotion, the council had to be subject to the control of the administrative judiciary, and then impose the necessary penalty when violating the provisions of the law, as it is known that judicial oversight is the real guarantee of the principle of legality, as well as its role in achieving a balance between the requirements of the interest The general public that the administration seeks to achieve and the rights of individuals from the abuse of the administration in the event of its abuse of these rights, as it is a body that enjoys impartiality and independence.
