The last two decades witnessed the issuance of a number of international rules aimed at regulating the behaviour of states in cyberspace.
The United Nations formed a specialized governmental team to look into these rules. Its efforts led to issuing standards for states’ behaviour in cyberspace in a way that does not threaten international peace and security.
The question remains about the legal value of these rules. Do they form part of the international custom, or are they just non-binding guiding rules?
Therefore, in this research we will discuss the opinions that regard these rules as a mandatory rules, with the researcher's approach to those opinions.
