Obstacles to Regulating Artificial Intelligence, International Regulation of Artificial IntelligenceAbstract
The importance of artificial intelligence applications and programs has become evident in all fields. However, these applications and programs bring both benefits and harms, which necessitates their regulation at the international level, given their transnational nature. Although states recognize the importance of such regulation, effective regulation faces several obstacles, which are of two types. The first relates to the characteristics of artificial intelligence itself, such as the tremendous speed at which its applications and programs develop, as well as the resulting risks that cannot be anticipated. The second relates not to artificial intelligence itself and its technical nature, but rather to the problem of regulating it and controlling its uses so as to benefit from its advantages and avoid its harms, i.e. its legal regulation, whether at the domestic or international level.
