Public authorities have taken various measures to confront the spread of the (Corona pandemic that swept the world in 2020, the most important of which is the curfew and not allowing citizens to leave their homes to exercise their constitutionally guaranteed rights, such as the right to work, the right to education, freedom of the press, and others. However, these measures clashed with security considerations by placing restrictions on Freedom of the individual, such as, imprisonment and arrest, to achieve public safety in society in a way that achieves public security, health and tranquility for them. In order to ensure that this freedom. is not violated and transformed into mere valueless constitutional provisions, a proportionality and balance should be made between restricting the freedom of movement for individuals and facing exceptional circumstances to protect the public interest from the spread of the Corona virus epidemic, and setting up sound mechanisms and plans to prevent the transformation of protecting this interest as a pretext for placing restrictions on the basic rights and freedoms of the individual. Under the pretext of providing health and safety for humans, and therefore these measures will cause the deterioration of the economic and social situation of the individual.
