Abstract

The research deals with the issue of the United Nations, represented by the Security Council, not issuing resolutions allowing member states to use force, in addition to the Security Council not issuing resolutions to punish violating states that use force without authorization from the Security Council, as the use of force by some member states is outside the scope of the cases in which it is permitted. The Charter in the event of self-defense or the implementation of Security Council resolutions, and the extent to which all of the above can be considered an implicit amendment to the United Nations Charter through international custom.
