Abstract

The disintegration of the Soviet Union affected American-Russian relations and the international reality after the end of the Cold War produced a new international environment, which was dominated by the United states of America in all its political, economic, cultural and intellectual interactions, which reflected the nature of Us-Russian relations. But in the course of the 1990s, but after the events of September 11, 2001, relations between the parties started to take another course. This new reality has led to an increase in the role of international forces other than the United States of America at the global level, and the Russian Federation has been calling for the need to find new ways of global leadership, and out of the pattern then, especially so-called unipolar. The United States has become a dominant pole, and the most powerful country in the world, and the negative effects of these forces in reducing and diminishing the interests derived from this control; and therefore the United States began to exercise a lot of pressing policies, including the tool of war, to stay in place Current.
