Abstract

It is noted that international relations today return to the intensification of competition, which has been entrenched in Europe since the founding of the Council of Europe in 1815, after a difficult period of labor that followed the fall of the Soviet Union and the emergence of new regional and international powers looking for themselves in a world full of changes and transformations, and the first of these powers is the United States. United States of America. This international system or the dominant international trend on the international scene was evident through the end of the Cold War, and the disintegration of the Eastern Bloc. It enabled it to play an important role in the international political arena in the field of international relations. To the extent that America emerged victorious and strong from the Cold War, to the extent that the competing forces especially the Soviet Union came out weak internally and externally, the disintegration of the Soviet Union had a prominent impact on America's uniqueness in leading the world and imposing its perception on the international community according to its perspective only, under the slogan With me or against me, and thus the repercussions of this situation and its aftershocks were great and dangerous for all the countries of the eastern camp or those who were in its orbit.
