Abstract

Conclusion study research and mandate of the supreme council against corruption and the discussion of the resolution issued by the prime minister to the council and the level of this resolution, there is therefore intervention or opposition with the functions of independent regulatory bodies, which are the laws upon the constitution of the republic of Iraq for 2005. The draft of the establishment of this council and its decision and their conformity with the provsisons of the constitution texts in form and in substance, especially since the decision to establish this council issued by an excutive authority whose decisions do not rise to the level of law.
