This study, in its theoretical and practical parts, dealt with the relationship between instability and development, which is a reciprocal inverse relationship. The greater the loss of stability, the more negatively affected development, and vice versa As many countries understand the importance of this equation, they have sought to achieve stability in its various forms, and then to adopt the line of accelerated development, and have achieved wide success in that. Therefore, the research focused on two important experiences in development and modernization, leading to sustainable development, which are the experiences of Brazil and South Africa. However, Iraq, in contrast to those two experiences, and due to the instability that has necessitated it since the change in 2003, has largely failed to achieve the required development, despite its monitoring of three development plans that have continued from 2010 to the present time 2021, affected by many reasons, all of which led to political instability. Economic and security .Overcoming this situation has become an imperative for the Iraqi government, and among the most prominent things that the government must confront with courage: the power of political parties to direct the economy, eliminate negative political conflicts, confront corruption decisively and courageously, reduce the influence of regional and international parties in the Iraqi affairs, draw up strategies Reality, seeking the help of international experts, monitoring the experiences of other countries, and benefiting from them, and courage in taking decisions. Certainly, if these things become available, Iraq is able to overcome the negatives of the current stage and achieve the desired development
