The structural realism assumes that the absence of a world government responsible for maintaining order and peace for all the peoples of the world has made states trapped in a "security dilemma" in light of a "chaotic international system" in which every country relies on self-help to possess armed force in order to maintain its security and survival. This situation has produced the so-called "security dilemma" due to the imbalance in the regional and international balance of power caused by the gap in military power and capability between one state and another after each state relied on itself to defend its security and survival. The local environment in Iraq, which is witnessing a widespread proliferation of weapons in the hands of armed formations with factional loyalties, is similar to the structural realism hypothesis about the chaotic structure of the global system, which has traditionally produced the security dilemma. This environment is considered a tolerant structural cause for the outbreak of tensions and armed conflicts locally at the ethnic, religious, and tribal levels in Iraq.Hence, the Iraqi government which has faced frequent domestic security crises- should aim to change the local environment that is similar to the chaotic international environment that produces the security dilemma, by exercising effective and robust governance and filling any void that non-state actors may occupy, and confining weapons to the hands of the state, as the only legitimate party with the right to possess brute force and the means of armed violence
