In light of the weakness of the moderatei political organizations and the patriarchal style of governance, the societies of the developing countries remain mere subjects who do not really participate in the political process, especially, such as exercising power from the standpoint of the personalization of the state, not the institutional one, and this is what enables the common people to predict the nature of the decisions taken, so it becomes the basis of their position Among the political elite is indifference and negativity in light of this elite's adoption of a policy (divide and rule) in dealing with various political forces and their cultural affiliations, as well as governing considerations of personal loyalty and spatial and temporal proximity to governance as a basis for exercising political influence.
