Constitutions
have evolved in establishing the accountability of the President of the Republic, as we find that some constitutions stipulated these procedures and formalities in the core of the constitution, and others were silent about specifying them and left them to the laws complementary to the constitution. Due to the status of the President of the Republic and the constitutional position he enjoys, the constitutional legislator surrounded him with special procedures for his accountability and constitutional immunity through which he can exercise his constitutional duties with neutrality and justice and without being influenced, but on the other hand, it is a cause of raising difficulties in the face of the accountability of the President of the Republic, such as preventing him from taking measures and then it can be considered an obstacle to his accountability.
