The governor represents the element of the actual connection between the local authority and the federal authorities, given the tasks and functions he performs according to the state's constitution and the laws in force, and the close connection with the Federal Executive Authority, as he is the highest executive president in the governorate. The importance of focusing on the role of the governor by granting him wide and varied powers to accomplish the development and security tasks in the governorate faster and at a lower cost than if the provincial council participated in this in specific circumstances characterized by deviation from the application of the principles of regional administrative decentralization and its objectives. On this basis, this research, in addition to this introduction, was divided into two topics, the first topic dealt with what is the legislative deficiency, while the second topic dealt with the legal position of the governor in Iraqi law, and the conclusion came to record the most important results that were reached and the most important proposals that could be presented.
