Abstract

The research deals with a basic idea, which he tries to discuss and analyze, according to the methodological and scientific foundations of the bike. This idea is represented in the role and weight of the personal factor in the success of political action in the Iraqi political system, as it is known that every political system in the world is nothing but the outcome of the interaction of three basic pillars: the human being (persons), institutions, entities) and regulations and instructions (Constitution and Law). And that the axis and the driving force of these factors is the human being, that is, the personal factor. If his performance succeeds, institutions succeed and laws are applied, and if he fails, they also fail.
